The Mussoorie Dehradun Development Authority (MDDA) on Friday launched a major enforcement drive against illegal constructions and violations of sanctioned building plans. As part of the operation, an unauthorised building under construction in Rishikesh was sealed, while inspection teams conducted field checks across Rajpur, Jakhan, Purkul, DIT Malsi and nearby areas of Dehradun to identify violations of building regulations.

The action was carried out under the directions of MDDA Vice Chairman Banshidhar Tiwari, who has instructed officials to adopt a zero-tolerance approach towards unauthorised and unplanned construction activities within the development area.
Unauthorised Building Sealed in Rishikesh
During the enforcement drive, MDDA officials inspected a building under construction at Nirmal Block-B, near The Ganges, Rishikesh, where the owner was found carrying out construction without obtaining the mandatory building plan approval. Following confirmation of the violation, the authority sealed the premises in accordance with the prescribed legal procedure. The operation was carried out in the presence of assistant engineers, junior engineers, supervisors and police personnel.
Inspection Drive Across Key Areas of Dehradun
The enforcement campaign was not limited to Rishikesh. Acting on the Vice Chairman’s directions, Joint Secretary Gaurav Chatwal led inspection teams in Rajpur, Jakhan, Purkul, DIT Malsi and adjoining localities. Officials compared ongoing construction work with approved building plans and examined compliance with development regulations.

Builders at several sites were directed to produce the required documents, while officials initiated legal proceedings wherever construction was found to be in violation of the sanctioned plans or without the necessary approvals. MDDA stated that action would be taken under the provisions of the Uttarakhand Urban and Country Planning Act.
Drive Against Illegal Constructions to Continue
The authority reiterated that the objective of the campaign is to ensure planned urban development while safeguarding public safety and civic infrastructure. It clarified that strict action against illegal colonies, unauthorised buildings and deviations from approved building plans will continue across the MDDA jurisdiction.
Obtain Mandatory Approvals Before Construction: Banshidhar Tiwari
MDDA Vice Chairman Banshidhar Tiwari said continuous inspections and enforcement drives are being conducted to identify illegal constructions. He urged all property owners and builders to obtain the necessary approvals before commencing any construction work and to strictly adhere to the sanctioned building plans. He also directed officials to take immediate action wherever violations are detected.
Construction Activities Under Continuous Monitoring
MDDA Secretary Mohan Singh Barniya said construction activities across the development authority’s jurisdiction are under constant surveillance. He appealed to citizens to obtain all mandatory permissions before starting construction and to build strictly according to the approved plans to avoid legal action and contribute to planned urban development.
